Well, seeing how the Bush administration made a mess of Iraq, & the war on terrorism, it's obvious that the plan to combat terrorism through invading & occupying Iraq has failed, & done the opposite.
In the meantime this so-called 'Iraqi Democracy' is a process whereby pro-US Iraqis are being given the seats of power, while the problems of tribal, ethnic, religious, sectarian etc scores are as great as ever. Needless to say, Iraq hasn't attained a level whereby democracy in its form in the West can succeed, let alone survive. Indeed, had Bush's real intention been to promote democracy (which it wasn't) his results would only be marginally better. The WMD didn't exist all together (an issue Bush is still not being held accountable for lying about).
The simple reason is, Bush didn't miscalculate, he's simply incompitant & alternating between bullying & submissiveness to pressure groups. The scapegoats remain the so-called 'foreign fighters' in Iraq (which the US can't prove) who are forcing the most powerful military to crumble. The fact remains that while US defence spending is increasing in a bottomless pit that is leading to nothing.
As it stands, Iraq is a country full of sectarian stife with old reckonings & fuedalistic convictions that will ultimately be resolved through less than civilised means. The regime of Saddam Hussein, while hardly ideal, partly reflected the reality that Iraq is not an easy country to rule nor can democracy be forced, but has to evolve as part of social development.
